Councillor Linda Seccaspina, Chair of the Committee of the Whole, called the meeting to order at 7:13 p.m.

Sandra Burelli of Big Brothers/Big Sisters provided a presentation to update members of the Committee on the current activities of Big Brothers/Big Sisters.  Updates included the organization's current programs within Lanark County as well as fundraising activities and success stories.  Lastly, Ms. Burelli spoke about how the organization has managed to respond to the changes brought about by COVID.

The Director of Development Services made a presentation regarding the statutory open house for an amendment to the Town's Official Plan.  The purpose of the amendment is to make changes to Policy Section 6.15 of the Official Plan to articulate the goals and objectives of Community Improvement Plans as defined under Section 28 of the Planning Act.  The Policy Amendment will recognize affordable housing, façade improvements and energy efficiency projects as qualifiable projects.  The Town intends to develop a Community Improvement Plan by 2022.

After the Planner provided a review of the staff report, members of the Committee discussed what additional items should be considered within the Comprehensive Review of the Official Plan.  Members agreed that the Highway 7 District should be included in the review.

    THAT staff be authorized to undertake a review of certain sections of the Town of Carleton Place Official Plan through the Comprehensive Review in accordance with the Director of Development Services’ report dated April 27, 2021 as amended with the inclusion of the Highway Commercial District; and

    THAT staff be directed to extend JL Richards and Associates’ existing contract to incorporate this additional scope of work subject to being within budget.

After much discussion, members of the Committee were not able to reach a consensus on how the matter of Sea Cans should be addressed.

    THAT Committee direct staff to develop a By-law under Section 8 of the Municipal Act respecting the regulation of shipping containers within the Town of Carleton Place.

    THAT the 2021 first quarter Drinking Water Quality Management System (DWQMS) Report be received as information.

    THAT Council supports as their preferred option, an OPP detachment board proposal for the Lanark County OPP detachment based on a two (2) board model comprised of an east and a west; and

    THAT the east board proposal be comprised of the municipalities of Mississippi Mills, Beckwith and Carleton Place with a total of 10 members which would include two (2) community representatives selected at large and two (2) provincial appointees;

    THAT this scenario be proposed to both the Town’s neighbouring communities and at a meeting of all Lanark County OPP policed communities to enable a proposal to be submitted to the Ministry of the Solicitor General by the June 7, 2021 deadline; and

    THAT following the meeting of all Lanark County OPP policed communities, staff will report back to seek final Council approval of the preferred option chosen by the communities.

    THAT Council supports the inclusion of the Carleton Place Waterworks building located at 199 John Street and described as Con 12 Part Lot 13 in the Register of Properties of Cultural Heritage Value or Interest.

The item regarding COVID-19 Regulations and MPP R. Hillier was dispensed with during the Council meeting this evening and was removed from the Committee of the Whole meeting.
