Mayor Randell read the Town's Land Acknowledgement Statement.

Mayor Randell called the meeting to order at 6:01 p.m.

Treasurer Trisa McConkey presented information received from the public regarding the proposed 2024 Budget.  She also reported recently received information regarding provincial grant funding which has been reduced by approximately $171,000 annually and therefore impacts the Town's long term asset management planning.  

Based on this information, Council chose to defer this matter until their meeting on December 12, 2023.

    THAT Council receive the Consent Report dated December 5, 2023:

    Nelson Street Reconstruction - Scope Change (Communication 134124)

    THAT Council approves the scope change to the Nelson Street Road Reconstruction to include the upsizing of the watermain from 200mm to 300mm as per the Water and Wastewater Master Plan to support future development; and

    THAT the funds for the upsizing of the watermain be taken from Development Charges.

    THAT By-law 99-2023 be amended to remove:

    1. Section 3.a.ii - For an Official Plan and Development Permit means an application which satisfies the requirements of the Planning Act, the Town of Carleton Place Official Plan and has been deemed complete by the Town of Carleton Place; and
    2. Section 7: Any Complete application for an Official Plan Amendment or Development Permit Approval under the Planning Act within the Study Area that exists on or before the date of passage of this By-law shall be exempt from this By-law and be eligible to apply for building permits in accordance with the approved Development Permit for the lands.

Mayor Randell presented awards of bravery to Fire Chief Pascal Meunier, Firefighter Dave MacFadyen, Firefighter Jess Johnson, Officer Beth Hollihan, and Officer Dan Pasieka for their heroic actions during a fire rescue that occurred on April 12, 2022.
