Mayor Randell called the meeting to order at 7:00 p.m.

    THAT Council receive the Consent Report dated February 7, 2023:

    Consent Items from the January 17, 2023, Committee of the Whole Meeting

    1. Recycling Transition to Producer Responsibility Update (Communication 134003)

    THAT Council receive the report by the Director of Public Works providing an update on recycling Transition to Producer Responsibility dated January 17, 2023 as information; and

    THAT Council direct staff to send a letter to ICI properties informing them of upcoming recycling changes occurring July 1, 2023. 

    1. 2022 Municipal and School Board Elections – Accessibility Report (Communication 134004)

    THAT the 2022 Municipal and School Board Elections – Accessibility Report dated January 17, 2023 be received as information.

    Staff Budget Presentations

    1. THAT a tax rate increase of 2.29% be approved for the 2023 budget.
    2. THAT Council direct the Treasurer to present the draft 2023 Budget to the public for comment on February 7, 2023.

Mayor Randell paid tribute to former Citizen of the Year, Hilda Docker who recently passed.  He noted her many charitable works and her role in the community. 

Proclamations were made for declaring February as Black History Month and February 13th, 2023 as Wear Red Day Canada for Women's Heart Health.
