SPECIAL MEETING OF COUNCIL OF THE TOWN OF CARLETON PLACE

Mayor Randell read the Town's Land Acknowledgement Statement. 

Mayor Randell called the meeting to order at 1:00 p.m.

Councillor Hinton requested that the suggested motion for the award of Tender PW-2024-01 be divided into two motions as he has a conflict of interest with the portion pertaining to the sidewalks on Nelson Street and Alexander Street as he is a resident of Mississippi Manor.  The purpose of this request is to allow Councillor Hinton to participate in the rest of the discussion and decision for the 2024 road reconstruction program.

Director of Public Works, Guy Bourgon was in attendance to present his report and to answer Council's questions.  Director Bourgon explained that between April 16th and 28th, staff surveyed the residents of the Mississippi Manor neighbourhood as to whether or not they wanted to have sidewalks installed on the east side of Nelson Street and the south side of Alexander Street.  The result of the survey was that most residents were in favour of installing both sidewalks.

    THAT the motion for the contract for Tender PW-2024-01 2024 Road Program be split into two motions so that the sidewalks on Nelson Street and Alexander Street are debated and voted on separately.

    THAT the contract for Tender PW-2024-01 2024 Road Program, be awarded to Thomas Cavanagh Construction Limited in the amount of $3,120,000 plus HST; and

    THAT Council proceed with Option 1 as outlined in the Director of Public Works’ Report dated April 30, 2024 to address the budget deficit of $441,065.

  • Councillor Hinton declared a conflict on this item. (Councillor Hinton lives in Mississippi Manor.)

Councillor Hinton left the meeting for the duration of the discussion regarding the sidewalks and returned after the matter was voted on.

    THAT the sidewalk component of Tender PW-2024-01 2024 Road Program on Nelson Street and Alexander Street in the amount of $140,185.33 plus HST be awarded to Thomas Cavanagh Construction Limited.

A discussion about the Town's use of reserves to pay for the budget deficit resulted in the motion being amended to include the following stipulation for how and when the reserves are to be repaid.

    THAT the contract for Tender PW-2024-01 2024 Road Program (less sidewalks on Nelson Street and Alexander Street), be awarded to Thomas Cavanagh Construction Limited in the amount of $2,979,814.67 plus HST; and

    THAT Council proceed with Option 1 as outlined in the Director of Public Works’ Report dated April 30, 2024 to address the overall budget deficit for this tender of $441,065; and

    THAT the reserves be replenished in the amount of $441,065 next year by reducing the quantity of roadways to be undertaken in 2025 rather than postponing any projects until next year.
