Mayor Black called the first special meeting of the 131st Council of the Town of Carleton Place to order at 5:00 p.m.

    THAT the Agenda be approved as presented.

The Director of Public Works detailed the reasoning for his recommendation to enter into an agreement with Emterra Environmental and also explained how a dual stream recycling system works.

Council debated the merits of the recommended new contract, sought clarification on how the new system will work and brought forward any concerns they had about changing to a dual stream recycling system.

    THAT Council pass a By-law to authorize the Mayor and Clerk to enter into an agreement with Emterra Environmental for the Collection and Processing of Recyclable Materials based on the Dual Stream Collection Alternating Weekly Basis option.

    THAT Council move into closed session at 5:30 p.m. to discuss a matter subject to:

    (f) advice that is subject to solicitor-client privilege, including communications

    1. Receive legal advice regarding the Solid Waste Collection and Disposal Tender;

    AND THAT Diane Smithson, CAO, Stacey Blair, Clerk and Dave Young, Director of Public Works, participate in the discussion.
